Non-accessible content

The content listed below is non-accessible for the following reasons.

• Some PDFs do not have titles. This fails WCAG 2.2 success criterion 2.4.2 (page titled).
• Some PDFs have blank alt text on images that are not marked as decorative, or use unsuitable alt text e.g., an image filename. This fails WCAG 2.2 success criterion 1.1.1 (non-text content).
• Some PDFs are not tagged for screen readers. This fails WCAG 2.2 success criterion 1.3.1 (info and relationships).
• Some PDFs do not have a language attribute. This fails WCAG 2.2 success criterion 3.1.1 (language of page). 

We are working on replacing these PDFs as resources allow.
